Abstract

This article characterizes the European Union's humanitarian aid and development policies. In so doing it shows the underpinnings of said opposition; on the one hand, it demonstrates that the notion of victim is associated with a humanitarian space that privileges the representation of a suffering stranger. On the other hand, it reproduces images of a citizen as an autonomous subject that can provide for themselves through the market. Thus, when such policies converge in what has been names emergency aid and development, the victim is depicted as a subject that can be developed.
