This paper analyzes - through territorial governance approach - the public participation process that concluded with the development of the provincial plan of territorial for the province of Mendoza, Argentina. Promoted answers to two major questions: is there a model of participation and of land management innovative and supported by a multiplicity of actors in Mendoza? Does the plan of territorial planning of the province reflect a shared and consensual territorial vision? As a hypothesis argues that the territorial governance in Mendoza is an emerging model still limited, early institutionalization, which has failed to capture a future vision on the shared and consensual territory through citizen participation in the land use plan. The proposal begins with analysis of the theoretical implications and practices of these new styles of Government based on governance. Subsequently, focuses on the transfer of the concept of governance towards the governance applied to the management of the territory. In the third part, it contextualizes the planning in Mendoza and raised territorial governance processes are characterized. The work ends with a recapitulation of the main findings in each section.
