This research addresses the floods that occurred in April 2013 in Greater La Plata, delving into the concept of resilience and the characteristics assumed by neighbourhoods in conditions of marginality in the face of the problem of flood risk as a territorial and environmental threat. The objective is to analyze and discuss the concept of resilience based on the analysis of a process of relocation of the population of a vulnerable neighbourhood of Ringuelet settled on the banks of the Gato stream, affected by floods, from two perspectives: that of state actors, studying their logic of proceeding and that of community actors, investigating their social participation and forms of organization. The question is whether there is an innate community resilience in the population or if it has been achieved through going through a social contingency.
