Abstract

The objective of this article is to reflect on the importance of social management, in institutional change and public decision-making based on the involvement and analysis of data. This in order to understand the cause-effect relationships that this model of administrative action has had, with respect to the transformation of the State, the reconfiguration of the institutional framework (government), and the reduction of uncertainty in decision-making, which require data analysis and management of its complexity, Colombia being the first Latin American country to manage a public policy for the exploitation of big data according to the Departamento Nacional de Planeación (DNP, 2018). For this, the documentary research method was used, and the academic genre of the essay was used as a discursive strategy. The findings make it possible to identify the dynamics, complexities and tensions generated by this model of administrative action, in a globalized world with a strong inclination towards digital.
