Participatory democracy Participatory democracy which formally exists in Guerrero (México) is actually an illusory democracy basically for two reasons: a) The way it has been written in constitutional and legal norm is very restricted; b) participatory democracy concept is not duly regulated. Sovereignty should be reformulated so it stops being a hidden institution and the citizen stops being 'ignored' (Muñueco, 2006, p. 186). New citizen participation methods should be adopted, such as participatory budget and the new vision of citizen power in Venezuela.
