Abstract

Four agreements between Brazil and the Countries of Arco Norte (Peru, Colombia, Guyana, and French Guiana) are analyzed in this article. Considering the healthrelated difficulties, and considering decentralization as a way of creating public policies, the objective is fulfilled: Which are the actions in cooperative public policies predicted on agreements to attend Brazilian population and of countries that form the North Arch in public health terms? The study is carried out using the deductive approach method and the bibliographic procedure. Therefore, the article is divided into the following blocks: first, decentralization is addressed as a way to better meet popular needs, along with subsidiarity principal; In a second moment, a study of how the vision about the border strip has evolved over the years is carried out. The article is finished presenting the health-related agreements concluded between Brazil and the countries of Arco Norte with a comparative analysis of the effectiveness of the agreements in combating the adversities of the border municipalities. The conclusion reached in the research is that the agreements have a common objective of coordinating cooperative actions between municipalities to solve health demands, however, one of this are more complete and do not have the defects of others.
