This article analyzes the positions that the TCU - Brazilian court to control federal accounts - adopted while criticizing the performance of Anatel - Brazilian agency responsible for the supervision and regulation of services in the telecommunications sector. The court has been publishing documents on governance for some time to stimulate the adoption of this practice by Brazilian institutions. The main goal of this article is to critically question these documents and the superficial model of governance that the court promotes. The conclusion is that no solid theoretical frameworks have been established, nor has there been any in-depth study to demonstrate knowledge about the subject. In fact, governance is an element that should serve as an evolutionary paradigm and that requires theoretical deepening with renowned references. In the telecommunications scenario, governance involving Anatel, operators, and users would be a viable way of strengthening the sector. But, for this, the adoptance of a governance brought from the Social Sciences is proposed. The methodology used in this article is bibliographic and documental.
