The purpose of this article is to describe and evaluate the strategy that was designed and implemented for the formulation of Bogotá's youth public policy 2003-2012, during Antanas Mockus administration (2001-2003). We examine the precedents that show youth participation in the city's public agenda during the 90's, the prospective and participative methodological strategy that was employed in the guidelines of the policy and the process followed in its development. Al the end, the general content of the policy is presented and in the conclusion the pertinence of its methodological design is argued.
