This article presents a synthesis of research carried out on the children’s discourse on disabilities, contrasted with theoretical and social scenarios on disability based on the meaning of language, social participation and their implications for the formulation and implementation of public policies. The article uses discourse analysis as a methodological strategy and public policies as an alternative to social transformation. The contributions of the discourse are reflected in the logic used to design public policy as a form of institutionalizing disability and social contributions of children and language is identified as a determinant for social coexistence.
