This article analyzes how the elite in the period cartagenera Regeneration built a series of social control devices seeking to counter the high crime rates and social transgression while building the new city of Cartagena boost. This whole project was supported in two preventive and punitive social intervention devices. A police device and an educational device. The aim was the promotion of modern urban values between Cartagena population and also the symbolic construction of the new Cartagena, virtuous, hardworking, educated, Catholic citizen and respectful of authority and the legal system. Simultaneously implemented the symbolic destruction of anti-citizen and negative values between Cartagena: vagrancy, gambling, poor education, transgression and their tendency to crime.
