the dynamism of the international system requires states to have a strategy to ensure their survival and prosperity. Often, this condition is not achieved, creating the perception that some states are merely trying to survive the circumstances that arise. Colombia, for many reasons, belongs to this group. Thus, in 2020, the policy of becoming a sustainable bi-oceanic power by 2030 was presented as an attempt to reconfigure the country's capabilities to become more influential in the international arena. However, its novelty requires analysis to determine if the government's proposed strategy is viable. This paper will first establish a theoretical line between power, potency, and strategy. Then, it will relate the policy's postulates to the theory, analyze the strategic axes for its execution, and compare both oceans to determine if the Pacific can be the key to achieving the bioceanic power condition. Finally, the paper will analyze Pacific actors that could represent an advantage for Colombia, along with a proposal to contribute to the objective of becoming a sustainable bi-oceanic power by 2030.
