In the Colombian legal sphere, the Constitutional Court has established itself as guarantor and protector of the Constitution, assuming the prerogative of establishing limits to public power and individuals. In this sense, his speech is the manifestation of a privileged category.
The discourse of constitutional hermeneutics has developed a huge number of issues, but in relation to a sector as everyday as vulnerable in the country: the homeless people, its jurisprudence has been variable. Throughout this article, product of the research entitled: Representación constitucional del habitante de la calle: un estudio sobre el discurso de la Corte Constitucional colombiana en torno al concepto de habitante de la calle, financed by the Universidad Autónoma de Bucaramanga, UNAB, the meanings or concepts offered by the Constitutional Court between 1992 and 2016 will be verified in order to demonstrate its tendency and main influences.
