Abstract

GALVIS GOMEZ, Carlos Francisco. Bogota-Cundinamarca metropolitan area: potential, obstacles and challenges. Rev. Ciudades Estados Política [online]. 2020, vol.7, n.3, pp.51-62.  Epub Dec 14, 2021. ISSN 2462-9103.

This article is part of a preliminary research about the creation of the metropolitan area of Bogota-Cundinamarca, a debate that has existed in Colombia for more than thirty years and which is still ongoing. Based on a bibliographic review, the article aims to present the potentialities, obstacles and challenges of the creation and consolidation of a metropolitan area that would group about eleven millions of people and which would turn into an administrative structure of integration with a great national and international impact in economic, social, political, cultural and environmental terms. However, beyond that, this debate shows a lag in the discussion about planning, zoning and territorial integrational instruments, not in terms of time (as mentioned, the debate on the metropolitan area of Bogota is easily traceable in the last thirty years) but in rigorous academic and political terms. These not only create the necessary administrative figures according to the reality of the territorial construction, but also ensure the tools to achieve governance impacts and assertive public management in face of the social demands, which advocates for the Social Rule of Law in a framework of political-institutional decentralization.

Keywords : metropolitan area; decentralization; State; governance; territorialization; territory.
