Abstract

This article intends to measure the institutional capacity and human capital categories, which are part of the proposal for a Synthetic Index of Local Economic Development inspired by the proposal by Alburquerque (2013), Mendoza (2012) and Lazar and Lazar (2008). Likewise, it explores the concepts of development and local economic development, and then conceptually develops the index based on the findings of these authors. Official statistical information available in different public organizations of the country is used, such as the National Administrative Department of Statistics (DANE), the National Planning Department (DNP) and the database with Terridata indicators of the Colombian government. Two municipalities considered "similar in development levels" are compared and the categories are evaluated in both -necessary for the definition of a synthetic index that serves to determine development conditions-. Thus, the institutional capacity and human capital categories are necessary, but not sufficient for the definition of a synthetic index; the analyzed municipalities show similar behavior, although not advantageous in the variables and categories worked.
