Health is based in part on one of the most important constitutional principles, as is the principle of universality, which in turn becomes a law, which is highly complex and where sensitive fibers are touched involving "the happy" development of a society or population and where political, economic and social variables play an important role in the proper development of the same one. Disability is an evolving concept that results from the interaction between persons with impairments and barriers due to attitudinal and environmental that hinders their full and effective participation in society on an equal basis with others (UN convention 2006) It is for this reason that disabled population's access to health services is hampered by many administrative, technological, economic, physical, and other social barriers, each with great importance for the overall development. Access barriers persist, problems of accessibility and availability, preventing improve the quality of life and full integration into society, becoming discriminatory in this minority group, so they cannot fully enjoy the fundamental right to health.
