This article seeks to explain the paradox, in Bogotá during the Liberal Republic, in which there was both economic growth and a significant group of entities attending to the poor and yet the persistence of poverty. After examining the social-protection measures at both the national and city level, the article concludes that the central state did not adequately regulate the labor market and the city developed scattered and meritocratic-based paliative measures that were far from the universal policies needed to overcome poverty.
