This article analyses a housing policy of social mixture in a neighborhood that is under an urban renewal process. It studies the implementation of the housing plan included in the law n.° 3.396/09, that creates the Parque Donado-Holmberg neighborhood in the area of what should have been the Highway 3 in the city of Buenos Aires, Argentina. The paper explores the possibilities of social mixture that the social housing program enables (or not) in an urban renewal scenario. For that purpose it analyses the modes of access to social housing and the perceptions that the recipients have about their new houses. It deploys a qualitative methodology, based on secondary sources and the construction of primary data (interviews, non-participant observations and a collective mapping), that has been made between July 2016 and May. 2018. The article argues that the implementation of a policy of access to social housing is insufficient to stimulate social mixture in an urban renewal scenario.
Hightlights: research article that explores the implementation of a housing policy in a neighborhood under a process of urban renewal. It evaluates the conditions of social mixture that this policy generates and it problematizes the dispute for the right to the city.
