GUTIERREZ, José A.. AND WHAT IF THEY HAD COMPLIED? ILLEGAL DRUGS AND THE PEACE AGREEMENT BEYOND (OBVIOUS) NON-COMPLIANCE. anal.polit. [online]. 2021, vol.34, n.103, pp.144-166. Epub 10-Mayo-2022. ISSN 0121-4705. https://doi.org/10.15446/anpol.v34n103.102172.
The relationship between illicit economies and armed conflicts has been the subject of a prolific academic literature in recent decades, with the notion of a one-to-one relationship between the two being increasingly questioned. The peace agreement between Colombia’s national government and the Revolutionary Armed Forces of Colombia-People’s Army (FARC-EP) has repeated the premise that solving the illicit drug problem necessarily contributes to the creation of a stable and lasting peace. In this article, using Argelia, Cauca, as a case study, we will discuss how the agreement, beyond the national government’s non-compliance on this point, had structural limitations (a punitive perspective, the land problem, access to markets, the global dimension of the drug problem) that hindered its effectiveness even if the government had complied. Addressing these limitations is key to resuming a path towards a transformative peace.
