This essay exposes the tensions and articulations around the concepts of governance and governability, and the challenges they pose for the construction of public policies, the management of social demands, corporate interests and the risk of “capturing” the State. The thesis sustained in the text affirms the need to overcome this false conceptual dichotomy in order to avoid biased approaches to regional political constructions and diagnoses on the “democratic quality” of countries. Within this framework, a review of the state of the art is carried out, recovering the main counterpoints presented by these proposals, and a comparison of both perspectives is offered from which a critical position of each of these approaches is formulated, especially when one of them seeks to be interposed over the other in the way of defining the relationship between the State and the different non‑state actors.
