The purpose of this essay is to propose a reflection on government techniques as ways to produce subjectivities, where rural poverty and the new forms of urban subject coexist. These techniques coexist with the emergence of a Reason of State founded on exclusionary practices based on the inclusion of objects to govern. Thus, the excess of the presidential figure means new objects to new dangers, the redefinition of an itinerant subject, the validation of poverty as material and necessary condition of the government. Specifically, it presents the administration of the poor as a reflection of the political form of government, i.e., a specific expression of a particular Reason of State.
