By the accomplishment of functions of accumulation, legitimation and maintenance of confidence, the fiscal policy guarantees the reproduction of capitalists social relations in a context of relative social harmony. This is the case in Colombia, where an historical analysis will allow identifying the configuration of a war-assistencialist and confidence State that uses different ways of repression and social containment in order to reproduce the prevailing order. In this context, the structural origin of the fiscal deficit in Colombia has a deep relation with the consolidation of neoliberal order, the persistence of the armed conflict and the expansion of the assistencialist model of social policy. Only deep transformations in those processes would change the problems that government has faced since 1990.
