The border areas are regions of particular features in the developments where cultures and two countries, which configures dynamic and special conditions in education is concerned. The case of the implementation of educational policies in the Colombian Venezuelan is of particular interest given the changes that have occurred in recent decades in both countries. It proposes an analysis of the concept and policy development and renovation projects of public policy in higher education. Finally, we present the implementation of educational policies conducted at the University Simon Bolivar, sectional Cucuta and the implications for the border.
