In a democratic system, security is a necessary condition for the development of the State, therefore public powers through the existing legal frame work have obligations to compliment to citizenship ensures the enjoyment of their rights, particularly the work discussed holding the Legislature, as respon sible for drafting the rules governing the system of security and justice, focus ing for this purpose in the Congress of the State of Nuevo Leon, which through the Commission of Public Safety and Justice unburdens initiatives in the mat ter of the legal framework, highlighting the backwardness of the legislative work, slopes on bill issues, including their promoters which most of them are citizens of the State. On the other hand, a challenge that has being noted of the regulatory framework which holds a lack of confidence from the citizens and the role that the Congress represents.
