Since the establishment of the Constitution of 1991, Colombia redefined its constitutional values, enshrining citizen participation, development planning and multiculturalism as fundamental principles of the nation, transforming the political system to date and progress in building a State model where citizens, regions and minorities play a key role in defining the collective destiny. The main objective of this work is to analyze the spaces that exist in Colombian legislation that enable citizen participation of ethnic groups in building development plans in the territories inhabited by them, with special emphasis on the case of the department of Choco. Here, the role of development planning in Colombia is reviewed, spaces and mechanisms for citizen participation in public administration and especially those that allow participation in the development and construction of development plans are studied, the situation of the territories and ethnic groups in Colombia particularly in the department of Choco and the rights that have these on their territories are analyzed. This to demonstrate that these must be previously consulted in the process of building development plans.
