Objective:
The purpose of this study is to analyze the normative guidelines and recommendations issued by international organizations that are binding for Colombia and by the Ministry of National Education to address higher education processes and maintain educational quality standards.
Method:
A qualitative methodology is used with a descriptive-explanatory and analytical scope in which sources such as scientific articles and the regulations of the national and international legal system that is binding for Colombia were consulted, in which categories of analysis were identified: education as a right, higher education as access, quality of education and Covid 19, as intervening and transforming elements of education in Colombia at the time of the pandemic.
Results:
In the results, it is evident that the United Nations Organization, ECLAC, and the Ministry of National Education (MEN) of Colombia have issued recommendations to Higher Education Institutions for continuity with educational quality in the new normality that subscribed the isolation product of Covid-19.
Conclusions:
The conclusions make known that, although there are clear recommendations and guidelines for the continuity of the educational processes and the minimum quality standards of these, it is also evident that the application of information and communication technologies in faceto-face education with remote access or other modality, prevents a certain vulnerable population from access in equity to that fundamental constitutional right to education.
