The interest of this research emerged to observe the drastic population growth and change in the urban structure occurred in the municipality of Tecámac, State of Mexico, as from 2000. The project of the "Bicentenary Cities" was the strategy that the Government of Mexico implemented to stimulate productive activity and population growht in the region. Hence the objective of this paper is, to analyze the project "Bicentenary Cities" in the context of national economic policy, also identify changes in the urban structure that the project generated. The study found that this strategy corresponds to the national economic dynamics, and inserted into the economic model of liberalization of the economy and government thinning. Where the state and the housing sector legislation favors the accumulation of housing capital in the municipality.
