The rising insecurity in Mexico City has driven police authorities to consider new ways to manage crime. Here, we explore the security strategy known as the Mexico City Quadrant Program, following the viable system model and the self-transformation methodology. The public's perception of the program's effectiveness was analyzed, and gaps were identified for possible changes. Then, the issue of security and crime was addressed in a delimited space of the Mexican capital in the modern context. It was observed that the quadrant program does not have the expected effectiveness; the population has a weak, medium, or no relationship with the police.
