In every liberal democracy, there is tension between the exercise of military power to sustain institutionality and civilian control of said power to maintain democracy. In Latin America, this tension weighs on civil-military relations, within the framework of military dictatorships, democratic transitions, and subversive threats. This article studies the cases of Colombia and Peru, countries with a history of conflict that has put their democracy at risk, and that has required Military Forces strong enough to face changing threats. At the same time, both countries have sought civilian control to guarantee governability and democratic legitimacy. It is found that in both countries there have been efforts for civilian control of the Armed Forces, without completely setting aside military participation through Integral Action in the search for peace.
