MONROY HERNANDEZ, María Catalina y FONSECA MEDINA, María Paula. The role of the military in Colombian foreign policy: case study. Rev. Cient. Gen. José María Córdova [online]. 2023, vol.21, n.41, pp.48-69. Epub 01-Ene-2023. ISSN 1900-6586. https://doi.org/10.21830/19006586.1003.
To analyze the role of the military in Colombian foreign policy, this article investigates the decision-making process during the ARC Caldas corvette crisis in the Gulf of Venezuela in 1987. For this purpose, the article develops a qualitative analysis focused on primary sources, academic articles, historical archives, press analysis and interviews. Based on the concepts of defense diplomacy and polythink, a fragmented and divisive group of politicians / diplomats is evidenced by a lack of consensus at the table, the proposal of divergent policy prescriptions, and President Barco's diplomatic inclination. Regardless of the polythinking symptoms, the article shows the importance of the military in decisions that consider all possible courses of action as well as their consequences.
