Four are the steps required for the production of a public policy, according to the sequential model suggested by Harold Laswell (1956) and developed by Jones (1970). First of all, it is the definition of the problem and the construction of the agenda. Secondly, it is the formulation, the decision or legitimization, third the implementation, and finally, the evaluation of the public policy. An analysis in the first stage of the public policy production appears in this reflection document. The public policy in health for ethnic groups, with an approach in Human Rights, during the period of the Bogota Mayor Luis Eduardo Garzón, has chosen as study case. A diversity of local, and national, compared rights documents with structured interviews were used, with the intention of identifying the strengths and weakness during the definition of the problem and construction of the local agenda, created in the mayor period 2004-2007, a period characterized mainly by the social programs in favor of the rights and the most vulnerable people.
