This paper aims to explore the changes in the conceptualization of Information Public Policies that provide new tools in the treating and diffusion of public information. A qualitative change is produced in the ICT programs: From models based in the access to technology to other based in citizen participation in the re-use of public information and decision making. Thus, Information Policies in the present are being made with the constant presence of the citizenship. Open Government and Open Parliament initiatives are being developed in many countries and they are an effective proof of the public participation in information treatment, designing visualization tools to access and re-use of the public content. A review of the main Open Government and Open Parliament initiatives is performed as an evidence of citizen participation. Principal cases are explained, focusing on the Spain activities and its necessity to boost its initiatives in an institutionally way.
