This article presents a concrete instrument to measure the digital capacities of teachers and university students, through which it is intended to know the current reality of the subjects participating in a given community about their abilities and skills in the use of digital tools, understanding in find quality information and the ability to generate effective digital educational content through the internet. The characteristics of the proposal happen through the integration of a Digital Capabilities Diagnosis Instrument, whose condition is that the participants in the application must have prior contact with Information and Communication Technologies, therefore, the instrument identifies digital divides and their importance in the solution of concrete problems of digital interrelation, especially in the field of educational environments and academic communities.
