A research process is carried out in the fields of psychosocial and political action of the Colombian State, supported by a document review process with a qualitative approach, whose purpose is to describe, at first, the concepts, elements, characteristics, and some of the most representative terrorism theories and its transition to bioterrorism, to establish the impact generated on national interests and objectives, within the framework of bioethical principles, biopolitics, and biolaw in accordance with the legal, normative, and doctrinal postulates of national security. Thus, the proposed objective is to establish from biopolitics, why bioterrorism becomes a threat to the Colombian State within the framework of national security, becoming a tool of support to the Colombian military high command and the political leader of the State in decision-making; allowing the design, formulation, and development of public policies, as well as the necessary provisions to mitigate the risks generated by bioterrorism, with a view to achieving national objectives and interests, taking as axis of analysis the phenomenon of bioterrorism, its impact on human survival in the face of the bioethical principle of vulnerability.
