In the following work I propose, first of all, presenting the analysis of the institutionalized participation of social movements in a sub-secretariat, subordinated to the Ministry of Health of the government of the Province of Buenos Aires. Based on this, I reflect on the institutionalization history of socialterritorial movements in the State, which allows me to inquire about the relationships, scopes, and limitations of the possible construction and joint implementation of public policies and social movements. I observed that a large amount of academic production aimed their considerations towards certain deficits of the social movements in order to explain certain difficulties found in the transformation policy implementation. To the contrary, I found that several difficulties and challenges related to the building of an agenda and the implementation of joint public policies have to be located within the State.
