The purpose of this paper is to contribute to the debate on the cultural and scientific notion of development, in the framework of the XXI century. It is not a minor adventure and there is no guaranty that the present author can reach the goal. Notwithstanding fight cannot be abandoned; those of us - people professionally dealing with development- we cannot allow looking the rapid and exponential change of culture, science and technology while our cognitive models to intervene keep tied to highly questionable concepts from the point of view of their practical applicability. Development should and must be a set of ideas, but more than that, should and must be a set of successful practices in improving life conditions of the human beings, always allowing their transformation into human persons. Theory and practice hand to hand. Searching for the real meaning of development -decoding the concept- use of new paradigms -complexity, constructivism, subjectivism- will be necessary. The outcome is a new proposal, more fitted to current times and more comprehensive.
