Under the recent commodity boom in mining and natural resources, regional development planning and the system of sectoral incentives, it has rushed to reposition the territories marginalized through pulls of the primary line, capital accumulation, production clusters and dissemination of technological change. This paper analyzes the effects of the global situation, the structure and dynamics of the Cauca economy reconsidering geographical and institutional constraints of the mining district of El Tambo-Buenos Aires in light of the "curse of natural resources. The findings, among others found that the gold boom, around the notion of "mining district" in the western department of Cauca seems split into three types of problems. The first articulated shocks the world market, the second is a problem of dislocation of the local regional front, and finally, the problem of the level of development, which evokes a nineteenth century mining tradition in ecological plunder encrypted , rent capture extreme and political subjugation scheme legitimized by clientelism and short-term chance.
