This article intends to analyze and show the political debates about charity in two key moments, 1911 and 1920. The perspective of the analysis is based in historic institutionalism; it was also used the new historiographical tendencies in the definition of the social policies in Latin America. I argue that the State played a fundamental role in the construction of such policies in the Colombian case, and that the change from charity to public assistance was a process full of political debates in the national and local scenarios, creating consciousness about the future of the assistance. To rebuild the debates I've used the newspapers, especially El Tiempo and El Diario Nacional, I also take into account the national budgets and the reports from the Junta General de Beneficencia de Cundinamaca (JGBC) to reconstruct the internal process of such social policies.
