MOSSO, Emilia. From the Chaqueñada to Coronel Dorrego. International Interference of Integral Urban Programs in Impoverished Families of Santa Fe. Territ. [online]. 2019, n.41, pp.171-196. ISSN 0123-8418. https://doi.org/10.12804/revistas.urosario.edu.co/territorios/a.6922.
The theoretical promulgations disseminated by the United Nations Organization in recent decades, among other international organizations, hover around the promotion of comprehensive urban programs that include the precarious neighborhood environment, in pursuit of principles of sustainability and urban sustainability. In this article, we question the incidence of these programs in the improvement of the living conditions of a group of families relocated to new homes in the Santa Fe city, Argentina, in the last decade. We consider that, behind the operations of requalification and urban beautification contemplated by these programs and legitimized by arguments that consider the improvement in the living conditions of the impoverished population -as are housing and land ownership-, a socio-spatial structure is reproduced that lays the foundations for the perpetuation of social inequality. Based on a combined qualitative-quantitative methodology and semi-structured personal interviews, we analyze some of the variations in the living conditions before and after the relocation process, seeking to find the transformations that these urban policies have on the impoverished population, seeking to understand their incidence on them.
