This paper presents the dynamics of a medium-sized city, Pelotas, located in the state of Rio Grande do Sul, Brazil. It aims to problematize the analysis of migratory flows, which impact the morphology of the city, resulting from state interventions with private initiative. To highlight this reality, data from the research linked to the City Conflict Observatory of the Graduate Program in Social Policy and Human Rights of the Catholic University of Pelotas will be presented. The contributions of the authors Henri Lefebvre, David Harvey and Raquel Rolnik determined the critical perspective of this study.
