This document is framed within the current water shortage problem evidenced by the 2018 National Water Study, which indicates that the Chinchiná River Hydrographic Subzone presents a critical Ecosystem Water Pressure index, and the municipality of Villamaría is susceptible to hydric shortages. In this sense, territorial planning as a collective project for the territory, based on the principles of sustainability and governance, constitutes a fundamental tool to guarantee the functioning of ecosystems, and thus ecosystem services such as water supply in quality and quantity for the social welfare. Likewise, it is necessary to reflect on the challenges of territorial planning in the face of the construction of sustainable urban-rural territories, since water supply, understood as an ecosystem service, depends on the conservation and restoration of ecosystems and their biodiversity.
