It is a commonly held belief that institutions are driven by a commitment to the wellbeing of citizens, as well as to the promotion of gender equality. However, this is not necessarily the case regarding home water distribution in Mexico City. The objective of this paper is to analyze, from the institutional approach, the system of governance and information flows, of the Water Distribution System in Mexico City and the 16 political districts in which the city is divided, with special emphasis on one of them, Iztapalapa. Our argument is that governance and information flows have a negative impact on water supply to marginal suburbs of the western area of the city, Iztapalapa. This affects women in particular, as they are the ones responsible for carrying water into their homes.
