Social dialogue is usually seen as a tool, but it is much more than that; it is worth democratic culture. It is based on freedom and recognition of it by the State. This idea contrasts with more extreme views ranging from self-regulation by the market to authoritarianism. While there is a valuable legal and dogmatic instrumental, dialogue, it depends primarily on the type and degree of democratic culture and then; a set of factors that influence their development. This document explains the different approaches and conditions, there are plenty of examples where pragmatism arises out of conviction or for convenient routine, or forced call, but in any case; it is indicative of progress and good results for the countries that tested.
