The New Urban Agenda (NUA) establishes a global standard for the urban development which demands to reconsider the way we plan and manage the cities. It also requires of new regulations and instances to promote solid systems of cities which recognize functional relationships and of dependency among their different type of settlements, and the need to incorporate in the schemes of urban planning an approach of integrated management mov ing forward to competitive, sustainable and compact cities

The article questions if the acting frameworks, institutions and elements for urban develop ment in Mexico favor the implementation of the NEU. The scope of this global initiative is conditioned and the challenges are even greater than the possibilities themselves, at least in Mexico State.

The discussion is mainly based on the accumu lated experience of the Habitat Program, regard less of its political or ideological orientations, because it offers a line of critical and reflective discussion which contrasts with the limited actions of institutional, instrumental and con ceptual reform of the Mexican urban planning.
