The main purpose of this article is to present the results of research that can contribute to the improvement of the system regulation and control of biomedical and biotechnological research in Venezuela. This is key as for the Science and technology section as for the National Health. The integral bioethics perception, guarantees the increase of the effectiviness and quality in research with human beings, because this inter discipline looks for the integral protection of the involved people.
