This article supports the relevance of the sequential practice of professional ethics and social responsibility by the main leaders of enterprises and governments. This is achieved by means of the criticism of the conception of public server - enterprise owner that emerged from the linkage between the Enterprise and the Government. This research has a purely qualitative focus, accomplishing the fusion of the ethics analysis in its most philosophical and general perception, passing through its derivation in the capitalist justice and neoliberalism, to finally conclude in the perception of professional ethics and social responsibility, from a mutual perspective of governmental and business management. In the results, the intrinsic responsibility enterprise - government, on the geo-political consequences of the neoliberal system is established, taking the argumentation to the discussion of the main roll of entrepreneur and governor, as managers of life itself. At the end, the research offers paradigms for managers of both public and private sector, in order to raise awareness and promote reflection of their roles as efficient and morally valid decision makers.
