The situation of violence that has characterized Medellín since the end of the 20th century has been the subject of public attention by local and national authorities. The objective of the article is to analyze, from the public policy approach proposed by Kingdon (1984, 2010), how the public policy of citizen security and coexistence was configured in the public and government agenda to reduce the above-mentioned situation in the city during the period 1990-2005. The research is qualitative and descriptive, the methodology adopted is mainly documentary analysis of specialized bibliography. Among the main conclusions there is the relevance of the confluence of all currents, namely: actors, problems, solutions and window of opportunity, for the incorporation or redefinition of a public policy.
