In the seventies, in Puerto Rico, a strong political innovation took place from the first government of Carlos Romero Barceló (1977-1981). On the one hand, a vigorous campaign was orchestrated in favor of the annexation of this country to the United States; for other one, one began to apply a strong fiscal adjustment as response to the economic crisis that was crossing the archipelago. In this conjuncture, the governor approached to trying to destroy all the obstacles that were in front of these aims; in particular, one sought to debilitate the union movement. In that sense, the article explains brief some political and economic features of his administration. Then it detains to analyze the labor dispositions adopted and the answers that the working class gave to them. Finally, it examines the two main union conflicts of those years: the one carried out by the workers of the electrical industry and the workers of the buses.
