This research sought to construct and validate an instrument to measure citizenship competences in college students. The instrument was constructed using as reference the "Pruebas Saber de Competencia Ciudadana" of 2003-2005 and citizwenship competence standards developed by the Ministry of National Education of the Republic of Colombia. This instrument was divided into five distributed knowledge (citizens) and competences (communicative, emotional, cognitive and integrative) components. The competences are subdivided into: actions, attitude, empathy, emotions, democratic environments, critical thinking and consideration of consequences. Three types of validity were assessed: content validity, by academic peers, and the related recommendations of experts in questionnaire design; construct validity, conducted through factor analysis and validity of consistency, and reliability obtained by Cronbach Alpha method, which threw 0.75, a good level of internal consistency.
