This text follows setbacks between business, workers, reviewers, and independent newspapers during the formulation of the first Brazilian press law, seeking to highlight their opinions and arguments for and against the impositions of limits to freedom of the press. The article debates some issues surrounding the criminalization of freedom of expression in the midst of social and political tensions at the beginning of the republican experience. It points up links between the legal definition of "press crimes" and the extensive process of approving repressive laws to combat anarchism and to expel foreigners. Further, it proposes that an explanation for a historical investigation of the law can not only consider the urge of political-electoral disputes, but the constitution of legal mechanism to restrain the critical press in general and the workers press in particular.
