This reflection paper aims to define the right of health as a fundamental right as well as characterizing the population dynamics of the rural community in Colombia. It tries to design an educational proposal that allows to set some alternatives to the problems faced daily in rural communities around the right of Health. This research is qualitative with use of methods and techniques of theoretical and empirical. Interviews were applied to a sample of 145 rural inhabitants of the Municipality of Abraqué, Antioquia and to some administrative staff of the municipality. It was concluded that the educational proposal designed to popularize the fundamental right of health is a contribution in relation to community empowerment as it is part of learning processes rooted in contexts and committed to the ideal of a dignified life for all. It is evident that neither access to social security and the effective enjoyment of the fundamental right to health for rural communities is an important issue on the state agenda. The need for progress in studies that problematize from the point of view of health, law and education, relevant to improving the quality of life in rural areas arises, as is the effective enjoyment of the fundamental right health.
